Pakistan created the Kashmir conflict in 1948 as a distraction to deflect Pashtuns away from pursuing separatist nationalism. The Pakistanis sent Pashtun tribal militants in particular to attack Kashmir, because the Pakistanis were afraid of the Pashtuns seceding from Pakistan by declaring their own separate state of Pashtunistan. By sending Pashtun raiders a into conflict with the Indian Army over Kashmir, the Pakistanis hoped to rally the Pashtuns to Pakistan’s side, using the familiar theme of “Islam in peril”. The real root of Kashmir conflict and of all conflicts in the region is the Durand Line, a disputed artificial dividing line created by the British separating Pakistan from Afghanistan, which cuts through the heart of the Pashtun lands. It is this same Durand Line dispute which has motivated Pakistan to create the Taliban as another Pashtun entity to similarly project military force into Afghanistan and destabilize that country. Pakistan is essentially a rogue state in the region which has created conflicts with all of its neighbors while attempting to suppress the ethnic nationalism of the large and well-armed Pashtun ethnic group straddling both sides of the disputed Pakistan-Afghanistan “border”.
